Concerns : GIE RRM inquiry on data communication channel AS4 for REMIT / AGSI+ / ALSI data provision
Legal background
The EU Commission Implementing Regulation (EU) No 2015/703 of 30 April 2015 on the establishment of a network code on interoperability and data exchange rules indicates in Chapter V (Data Exchange), Article 20-24 that the AS4 protocol is to be used and implemented for communication by TSOs (network users active on interconnection points or virtual trading points). This requirement became applicable on 1 May 2016 and implementation is being monitored by ENTSOG (for more information, see CNOTS / AS4 section at http://www.entsog.eu/publications/as4.
GIE RRM has been approached by several accounts on whether the AS4 data transmission protocol could be offered for REMIT reporting (data connection from SSO/LSO to GIE RRM). Even as this is NOT a legal requirement for SSO and LSO, there is an indirect impact for SSO/LSO that are also TSO, as multiple IT systems and connections might need to be set up for each type of reporting.
In order to be able to better assess the requirements and timing for the setup of the this data transmission method at GIE RRM, could we inquire to inform us on :
1/ If you plan or envisage or require the deployment of the AS4 connection protocol in the (near) future
2/ If so, when your implementation would be planned.
This potential upgrade will mainly be relevant for accounts that are currently using AS2. If implemented, GIE RRM will request that you switch from AS2 to AS4 (only one type of connection to be used) to keep licensing costs in check.
