GLE launches online European List of Services 2017


Today, 9 June 2017, GLE launches online the European List of Services for 2017 thanks to all LNG terminal operators in the EU who accepted the invitation of GIE to participate in this initiative.

 

GLE aims to find market-based solutions in order to best meet the interests of the network users and strives to provide input and expertise on LNG infrastructure to the European institutions, regulatory bodies and other stakeholders. As part of GLE mission, the newly launched GLE European List of Services provides comprehensive information and definitions about:

 

  • Basic services: Unloading, operational storage, regasification and send-out;
  • Other services relating to
    • Quality: Wobbe Index/GCV Correction, odorisation,
    • Flexibility: additional storage, additional send-out, capacity pooling,
    • Cargo management: LNG inventory transfer, reloading (large scale ship), transshipment berth to berth, transshipment ship to ship,
    • Small scale: reloading (small scale ship), truck loading, rail loading,
    • Ship operation: cooling down, gassing up, nitrogen inerting, allowing oil bunkering at berth;
  • Secondary Market: regasification capacity, storage capacity, berthing/unloading rights, combination of berthing, storage and regasification.

GIE updates the GLE LNG New Services Inventory


Today 24 May 2017, GIE releases the updated version of the GLE LNG New Services Inventory thanks to all LNG terminal operators in the EU that contributed with key input to this GIE initiative.

 

The LNG New Services Inventory provides an overview of the new services offered by the LNG terminal operators to meet the market needs, especially focusing on small scale LNG. A short summary of the five new services is explained below:

 

  • Reloading: Transfer of LNG from the LNG reservoirs of the terminal into a vessel (large and small scale)
  • Transshipment: Direct transfer of LNG from one vessel into another (berth to berth or ship to ship)
  • Small scale ship loading: LNG is loaded on ships with a maximum capacity up to 30.000 m3 LNG
  • Truck loading: LNG is loaded on tank trucks which transport LNG in smaller quantities
  • Rail loading: LNG is loaded on rail tanks which transport LNG in smaller quantities

 

The updated 2017 LNG New Services Inventory shows the following developments on the LNG terminal services in the EU:

 

  • A new record in truck loading was broken in 2016: more than 49,000 trucks supplied more than 2.1 million m3 LNG, which is the equivalent of 1.2 billion m3 natural gas. In comparison with the previous year, an increase of 12% in truck loading was registered.
  • The number of reloading, the transfer of LNG from the LNG reservoirs of the terminal into a vessel, tripled in the past 6 years.
  • In several EU countries (France, the Netherlands, Poland, and Spain) rail loading is a service under study, whereas in France and the UK railway connection is already available.
  • Zeebrugge and Gate LNG terminals already performed small-scale ship loadings in 2016 and several other LNG terminals are developing the service. E.g. the Klaipeda LNG terminal in Lithuania performed its first small ship loadings in the beginning of 2017.

GIE further boosts its transparency platforms for gas storage and LNG

 

  • Full operation as Registered Reporting Mechanism under REMIT
  • AGSI+ and ALSI upgraded

 

After Gas Infrastructure Europe (GIE) started full operation as Registered Reporting Mechanism under the REMIT Directive on 7 April 2016, GIE launched on 9 August 2016 its upgraded AGSI+ and ALSI platforms which now include the REMIT fundamental data for gas storage and LNG facilities from both GIE members and non-member companies. Data available at the platforms allow keeping track of the use and availability of storage and LNG terminals across Europe. AGSI+ is accessible at: https://agsi.gie.eu and ALSI is accessible at: https://alsi.gie.eu. Access to both platforms is free of charge. Data are updated daily at 19h30 CET.

 

AGSI+ and ALSI have increased their coverage throughout the years and have become standard sources of reference for market parties. GIE is continuously working on improving and extending the AGSI+ platform following the positive feedback from stakeholders. During the recent months, developments in the GIE transparency work included use of energy units to ensure consistency with REMIT reporting and an improvement in the reliability of the data. Energy values reflect the development of the gas market in the EU, where gas is traded as a commodity in the wider energy market. Information on planned and unplanned unavailability of the facilities is now available in a more modern and accessible format. Historical data has been converted to energy values to ensure consistency with historical data.

 

Referring to this development, Lubor Veleba, President of Gas Storage Europe, stated: “AGSI+ has become a reference point for gas storage data in Europe. Becoming an RRM brings the platform to a new level and provides a great service to our members as well as non-member companies. With this initiative, GIE reaffirms its commitment to gas market transparency and to working jointly with regulators and other stakeholders.”

 

Wim Groenendijk, President of Gas LNG Europe, added: “In the new ALSI platform the data are disaggregated per LNG facility. This is an additional contribution to transparency which is a key factor for the well-functioning and evolution of the internal gas market.”

 

AGSI+ delivers online daily data representing approximately 1043 TWh, i.e. 88% of EU technical storage capacity. For 46 storage operators in 19 Member States, it shows volume in stock as well as the daily injection and withdrawal capacities.

 

ALSI delivers online daily data representing approximately 176 bcm, i.e. 89% of EU technical LNG regasification capacity. For 14 LNG terminal operators in 8 Member States, it shows volume in stock as well as the daily withdrawal capacities.

 

GIE will continue improving its AGSI+ and ALSI platforms for providing useful public data on the use of storage and LNG facilities to the market and stakeholders.
